The New York Times reports state employees caring for people with developmental disabilities or mental illnesses, although found culpable of wrongdoing in internal disciplinary proceedings, were not fired.
The state still manages to fire only about a quarter of those recommended for job termination, even when the recommendation is based on physical abuse.
This puts people with developmental disabilities or mental illnesses at rick for further abuse.
